A Houston man accused of vandalizing a Picasso painting has surrendered to federal marshals after having fled to Mexico for several months, The Associated Press reported. The man, Uriel Landros, 22, turned himself in on Tuesday at a bridge between the United States and Mexico, near McAllen, Texas. In June, Mr. Landros appeared to be seen in a cellphone video that depicted him spraying graffiti on the Picasso painting “Woman in a Red Armchair,” which was being displayed at the Menil Collection in Houston.
